The Partnership for Assessment of Readiness for College and Careers (PARCC), a 24-state consortium working together to create next generation assessments in English language arts and mathematics, today released through the Florida Department of Education, PARCC's fiscal agent, the Educator Leader Cadre, Meeting Logistics and Meeting Content Services Invitation to Negotiate (ITN). The Educator Leader Cadres (ELC) are a major part of PARCC's ongoing work to engage educators in the implementation of the Common Core State Standards (CCSS) and the development and implementation of the PARCC assessments.
The purpose of this ITN is to procure services to support a three-year effort to develop and interact with a network of K-16 educators to build expertise in the CCSS and PARCC. This will be accomplished through a combination of face-to-face meetings, on-line modules, and professional development webinars. Cadre members will discuss best practices around use and implementation of the PARCC Model Content Frameworks and PARCC item prototypes, review sample tasks and model instructional units, and identify ways of disseminating information through the network on how the PARCC resources can inform classroom practice.
The ITN includes two service components. Component 1 – Meeting Logistics Services will provide coordination, support and management of all logistical aspects of the Educator Leader Cadres meetings. Component 2 – Meeting Content Services will provide the planning and facilitation of the professional development activities. Respondents can reply to one or both components of the ITN.
"This initiative will be a true collaboration that includes classroom teachers who guide students' learning every day and higher education who help us align the work to postsecondary expectations of student performance,” said Ohio Superintendent of Public Instruction Stan Heffner. "It is through effective outreach with educators that we can engage our students in a 21st century education that will set them on the right path for success in their choice of college and careers.”
Each PARCC state's Educator Leader Cadre will consist of 24 educators chosen by a state-developed process. Connected to state efforts already underway, these educators will play a critical role in the implementation of the standards and PARCC assessments. The network built through this process will lay the groundwork for sharing best practices and quality resources aligned to the CCSS and PARCC.
With the cadre's leadership, each state will be able to expand the number of educators who are involved in their implementation efforts. Please contact the K-12 lead in your state to find out how you can be involved.
Vendors will have until February 16, 2012 to submit questions about the ITN through Florida's procurement office. It is anticipated that PARCC's evaluation committee will begin evaluating the proposals in March 2012 to determine which proposals move to the negotiation phase. A negotiation team will meet with those vendors in April 2012. It is anticipated that contracts will be awarded sometime in May 2012 – with work starting upon contract execution.
