The Governing Board is chaired by one of its members (currently Massachusetts). The Board meets quarterly to consider input from all PARCC states and to make major policy and operational decisions on behalf of PARCC, including decisions related to the overall design of the assessment system, PARCC’s procurement strategy, common achievement levels for the assessments, and modifications to PARCC’s governance structure and decision-making process as necessary.
A subset of the Governing Board states serves on the PARCC Steering Committee to provide guidance on time-sensitive issues as they arise. The Governing Board states each provide a representative to sit on the PARCC K-12 Leadership Team.
Each Governing State has agreed to participate exclusively in PARCC and will administer the assessment system statewide during the 2014–15 school year. These states will pilot and field test components of the assessment system during the development period. Governing States also have committed to use the results from the proposed assessment system in their state accountability systems. Any state prepared to make the commitments and take on the responsibilities of a Governing State can become one.
