PARCC Partnership Resource Center - Released 6/26/14

The solicitation is comprised of one component, the development of the Partnership Resource Center.

This RFP will focus on the development of open technology solutions for the components of PARCC’s Assessment System that will provide PARCC with essential infrastructure for disseminating information and professional learning materials to educators across PARCC states.

The Partnership Resource Center (PRC) components and functionalities built under this RFP will use open technology solutions to enable public access to a range of professional learning and training materials developed and brokered by the Partnership for Assessment of Readiness for College and Careers (PARCC). These materials, including released assessments items, documents, video, interactive modules, and other media will support schools and districts in their preparations for and implementation of Common Core aligned assessments.

The PRC will enable educators and administrators to review and export PARCC’s released items and sample items that showcase the next generation item types that are the hallmark of PARCC’s computer-based assessments. The structure of the PRC will include:

1.  Digital Library:  A robust and flexible content management system that will allow PARCC to curate and manage a variety of Web content, digital learning and training resources, computer-based assessment items, multimedia files, and metadata;

2.  PRC Website:  A public website that will interface with content from the content management system and support user personalization and collaboration; and

3.  PRC Toolkit:  A suite of tools and APIs that will enable PARCC resources to be used by educator audiences in innovative and effective ways, and disseminated through the web portals of PARCC member states as well as other open repositories and content aggregators.

Any contract(s) resulting from the solicitation will be awarded as a firm fixed price contract funded by PARCC’s grant from the U.S. Department of Education’s Race to the Top Assessment Program. PARCC Assessment Delivery System - Released 6/20/14

The solicitation is comprised of one component, the development of an Assessment Delivery System.

This RFP will focus on the development of open technology solutions for the technical platform components of PARCC’s Assessment System that will provide PARCC with essential infrastructure for computer-based assessment delivery.  The Assessment Delivery System components built under this solicitation will provide PARCC with a suite of capabilities to support the next-generation items, forms, student tools, and accessibility features of PARCC’s summative and non-summative assessments, as well as the capacities to support the operational administration of the Consortium’s non-summative assessments starting in the 2015-2016 School Year.

The System will include:

PARCC Speaking and Listening Assessment RFP

The solicitation is comprised of one component, the development of a Speaking and Listening Assessment

The Speaking and Listening Assessment is a comprehensive assessment design, development, scoring and reporting plan that addresses the priorities and requirements detailed within the context of the RFP and also accounts for all specified constraints.  The Speaking and Listening Assessment has several categories, each of which will have to be addressed by each individual Offeror.  Subcontractors may be recommended as part of the proposal.  The Speaking and Listening Assessment categories are as follows:

  • Reporting;

  • Using Evidence Centered Design (EDC) for the Speaking and Listening Assessment;

  • Content and Training Materials Development, Publishing and Review;

  • Field Testing;

  • Operational Test Form Development;

  • Platform and Engine Requirements;

  • Technical Report; and 

  • Accessibility and Accommodations.

PARCC's RFP for K-1 Formative Assessment Tools

PARCC envisions a set of innovative assessment tools to support teachers at kindergarten and first grade. The primary purpose for these tools is to provide educators with instructionally useful information related to how students demonstrate CCSS proficiencies (including in relation to the content progressions), and to provide that information at an appropriate level of detail and specificity to supplement a teacher’s current understanding of student proficiency. The formative tools will be curriculum-embedded and gather information about student learning in a manner that seeks to be “invisible” to the student – that is, the formative experiences will be designed to fit within the regular classroom experience of young students. Such information will be designed to provide teachers with information they can use to adjust instruction as appropriate.

PARCC Assessment Professional Development Modules RFP

This solicitation is comprised of one component, the development of Assessment Professional Development Modules.

The Assessment Professional Development Modules will be designed to support teachers, school teachers, and school site testing coordinators in understanding how PARCC’s non-summative assessments can support student learning.  Following their development, these free on-line modules will be available on demand.

PARCC will develop five on-line training modules for teachers, school leaders, and school site testing coordinators – each with a unique purpose.

1) PARCC Assessments Overview, where users will deepen their understanding of the assessment system and learn more about the “hows” and “whys” of its innovation;
2) Introduction to the PARCC Mid-Year Assessment, which will help users learn about administration and scoring options for this non-summative, optional assessment tool;
3) Introduction to the PARCC Diagnostic Assessment, designed to support users in deepening their understanding of the diagnostic tool’s design and its use in informing classroom instruction;
4) Introduction to the PARCC Speaking and Listening Assessment, where users will review examples of scoring rubrics and task types students will engage in; and,
5) PARCC Accessibility System Overview, which will help users learn more about the features built into the computer-based testing platform for students with disabilities, English language learners, and other students.

PARCC Tech Bundle RFP

PARCC, Inc. released a Request for Proposal (RFP) for the development, testing, and implementation of the technology necessary to  support the PARCC assessment system.  The solicitation, referred to as the "Technology Bundle", focuses on the development of the technical components of the PARCC’s Assessment System that provide essential infrastructure for computer-based assessment delivery and assessment data management.

Component 2 – Data Management and Reporting encompasses the technical infrastructure necessary to provide secure, reliable, flexible, and scalable digital data storage, management, reporting, and analysis for PARCC and its member states.  The component includes the development of a Data Warehouse, Reporting Engine and Analytics Tools, and the design and testing of Assessment Score Reports.

  • State Technology Needs Assessment:  This contract was awarded to Pearson in partnership with Smarter Balanced.  More information about PARCC’s latest technology guidelines can be found here. PARCC also is committed to keeping state and local leaders informed as they prepare to administer the PARCC assessments in 2014-2015.
  • Technology Architecture Services & Systems Implementation: This contract was awarded to Pacific Metrics.

  • RFP for the PARCC Item Tryout, Field Testing, Operational Form Construction, and Embedded Research: PARCC re-released through the Indiana Department of Education an RFP for the tryout, field testing, test form construction, and research of assessment issues.  These are essential steps in the development of the high quality and innovative assessments that will be developed over the next one and half years for the PARCC assessments in English language arts and mathematics.   • ITN to Engage Educators: PARCC released through the Florida Department of Education, PARCC's fiscal agent, the Educator Leader Cadre, Meeting Logistics and Meeting Content Services Invitation to Negotiate (ITN). The Educator Leader Cadres (ELC) are a major part of PARCC's ongoing work to engage educators in the implementation of the Common Core State Standards (CCSS) and the development and implementation of the PARCC assessments. The purpose of this ITN is to procure services to support a three-year effort to develop and interact with a network of K-16 educators to build expertise in the CCSS and PARCC. This will be accomplished through a combination of face-to-face meetings, on-line modules, and professional development webinars. Cadre members will discuss best practices around use and implementation of the PARCC Model Content Frameworks and PARCC item prototypes, review sample tasks and model instructional units, and identify ways of disseminating information through the network on how the PARCC resources can inform classroom practice.   • Item Development Invitation to Negotiate (ITN): The ITN lays the foundation for the major components of the PARCC assessment system as it will procure the development of English language arts/literacy and mathematics items, tasks and related materials for the mid-year, performance-based, and end-of-year assessments. The procurement will generate a large bank of items to support the construction of assessments for grades 3-11 which will be given in PARCC states beginning in the 2014-15 school year.   • Invitation to Negotiate (ITN):The Florida Department of Education issued an ITN for the purpose of contracting with one or more Technology Systems Architecture and Systems Implementation Services entities to assist in the development and implementation of PARCC’s next generation assessment system based on the Common Core State Standards. The technology demands of the PARCC assessment system are complex. Technology Architecture Services, Interoperability Standards Development Services, and Systems Implementation Services vendor(s), managed by PARCC’s Program Management Partner, Achieve, will add to PARCC’s capacity to deliver a robust, scalable, sustainable, and cost effective system. This solicitation does not include development of selected systems/hardware solutions. Decisions on systems/hardware that are made based on the final architecture will be procured under separated solicitations. However, the overall implementation and management of the architecture and its selected components throughout subsequent procurements is part of this solicitation.   • Request for Information (RFI) for Artificial Intelligence: The Florida Department of Education issued an RFI for the purpose of obtaining information about the technologies, products and processes that vendors are currently using or that could be used to score open / constructed response assessment items and other student work products using artificial intelligence.   • Diagnostic Assessments ITN

    As students progress through their instructional program, teachers will collect a variety of diagnostic data to determine instructional choices so that all students can master the Common Core State Standards (CCSS).  The overarching purpose of the PARCC Diagnostic Assessments is to provide instructionally useful information about how well students have learned, or how prepared they are to learn key content and skills tied to the CCSS in ELA/Literacy and Mathematics to educators.  With this information, educators can: 

    · better identify students who require intense interventions or enrichment activities in order to meet (or exceed) grade level performance targets, and

    · more efficiently target appropriate instructional supports for students who require it.
